JPPH-RISM RESEARCH: A REPORT ON FINDINGS
INVESTIGATING THE PROPERTY OVERHANG SITUATION : POLICY ANALYSES

The Royal Institution of Surveyors Malaysia (RISM) has published a collaborative research with Jabatan Penilaian dan Perkhidmatan Harta (JPPH), titled “Investigating Property Overhang Situation: Policy Analyses”. The book explores the property overhang situation and provides policy analyses.

This study identifies flaws in the planning approval process and a failure to consider market conditions as reasons for over-building, leading to an overhang situation in the country. Property overhang is a long outstanding issue in the Malaysian Real Estate Industry. First highlighted after the 1997 Asian Financial Crisis, the issue persists until today in spite of the various measures taken by the government. The statistics on residential property overhang as at Q3 2019 reveals that the magnitude of the problem is three times more in volume and eleven times more in value than the first overhang data captured in 2004. Residential property overhang is not only an issue to the developers but equally important is to consider the social costs that it presents to the house-buyers and the community in which the overhang units exist. Hence, it becomes urgent to address and rethink some of the policies and measures to address the overhang issue.

The study recommends some changes to the current system, including greater emphasis on market conditions, including Napic in the planning approval process, and a RM1mil deposit from developers to ensure construction within six months after start-order is approved.

RISM EXAMS

RISM Graduate Entry Exam is a Professional Diploma is equalvalent to a degree in Real Estate. The course is recognised by BoVAEP. The Professional Examinations in Property Surveying shall consist of the following:

  • Foundation Examination
  • Part I Examination / First
  • Part II Examination / Intermediate
  • Part III Examination / Final
  • Graduate Entry Examination / Direct Final

The Examinations are held in or about the month of August in Petaling Jaya and other centres as decided by Council. Candidates will take the examinations on the syllabuses published by The Institution. These syllabuses may be obtained from the Royal Institution of Surveyors, Malaysia, 3rd Floor, Bangunan Juruukur (RISM), 64 & 66, Jalan 52/4, 46200 Petaling Jaya, Selangor.

Application to sit for a professional examination must be made on the prescribed form obtainable from The Institution. Application forms duly signed by a Member of The Institution and the Candidate’s Principal must be submitted to the Examination Secretary of The Institution not later than 28 February of the year preceding the examinations together with the examination fees. Candidates must submit their applications either personally or by registered post or by ordinary letter post provided that they obtain from the Post Office a certificate of posting. The receipt of all applications will be acknowledged by The Institution. Candidates must ensure that they receive an acknowledgement of their applications.

SCHOLARSHIP

Royal Institution of Surveyors Malaysia invites Malaysian citizens to apply for RISM Scholarship in respect of the diploma and degree courses which are offered by local public institutions of higher learning and accredited by RISM in fields of study such as Geomatics and Land Surveying, Quantity Surveying, Property Surveying and Building Surveying.

Eligibility and Criteria :

  • Candidate has accepted an offer to pursue or currently pursuing a full time course in surveying at a local public institution of higher learning
  • The full time course either at diploma or degree level is the Candidate’s first choice
  • Candidate is not a recipient of any other scholarship or financial assistance from the Government or any other organisations
  • Candidate must maintain a CGPA of not less than 3.25 for each semester and for the entire duration of the course
  • Candidate’s parents’ income from all sources shall not exceed RM5,000.00 per month
  • Candidate to provide two (2) sureties who shall guarantee the performance of the duties and obligations of the Candidate
